Lean ground beef, diced onions, minced garlic, refried beans, diced tomatoes, chili powder, cumin, salt, pepper, butter, all-purpose flour, milk, sour cream, salsa, flour tortillas, shredded cheddar cheese, shredded Monterey Jack cheese, fresh chopped cilantro.
Cook ground beef, onions, and garlic. Add refried beans, diced tomatoes, spices, and cook for five minutes.
Melt butter, add flour, stir, and gradually whisk in milk. Add sour cream and salsa. Season with salt and pepper.
Layer flour tortillas, creamy sauce, beef filling, and shredded cheddar cheese. Repeat with additional layers.
Top with tortillas, pour remaining creamy sauce, and sprinkle with shredded cheddar and Monterey Jack cheese.
Cover with foil and bake for 30 minutes. Remove foil and bake until golden brown.
Let it rest, sprinkle with fresh cilantro, and serve. Enjoy this Creamy Burrito Casserole with a dollop of sour cream.
